 Translated from Pentagonese, Camarillo and minions have no idea if IVAS will do what it's supposed to do, lessen the cognitive load and be an asset in a contested environment for Information sharing. They are in a "Money-Pit" spiral to justify IVAS' existence, nothing new for the Pentagon there i.e. Land Warrior, Ironman Exoskeleton, JTRS. The "lot of testing" and "hope" stuff is window dressing to conceal the fact that they have no idea if it will be an asset or the boondoggle it appears to be.
