size for Title III projects has been $25.13 million. Of that total, an average of $14.02 million was
provided by the DPA Fund, while an average of $0.95 million came from other government
funding, and an average of $10.21 million was provided by private sector partners as a costshare.

You may be on to something rafal. Average Grant for DPA Projects since the year 2010 have been $25 Million. The Awards go through the Executive. POTUS appoints a Fund Manager to oversee the office. So it's an Executive Award no need for Congress to appropriate. The intention at the onset was for the DPA to maintain or renew the Industrial base in War time as the economy transitioned to a service economy incapable of finding a Private Sector solution. eMagin is a Private Sector solution that needs some help. $25 Million sounds right to fund the expansion and get Programs like ENVG-B (190k units) out the door in a timely fashion. Admiral Hughes has been doing yeoman's work in DC. The awards, average 14 Million from the DPA, can grow with additional funds from other DOD sources or private sources (Collins, Elbit?) depending on need.
