Successful White Papers must meet all of the following criteria:

1. The industrial resource or technology item must be essential for national defense.
2. Industry cannot or will not provide needed capacity in a reasonable time without DPA Title III assistance.
3. DPA Title III incentives must be the most cost-effective, expedient, and practical alternative for the need.

To preclude unwarranted effort on the part of companies responding to the BAA, white papers, not full proposals, will be accepted for evaluation.
