The Pentagon plan is that no wants to go to war with the US Army. They believe that this build-up will assure that. That eliminates one less Domain if it comes to war. Chip away one at a time, Land, Air, Sea, Cyberspace, Space Force and chances for conflict diminish. But it has to be a credible threat. As in 21+ Programs of Record.
