Listening again to the CC with that new realization, I'm laughing because JL tied the late lamented Torch, of which I am a proud owner, to the 096 inventory available for sale, as stated earlier, IMO selling those display to L3 Warrior Systems. If that's true I finally got a conspiracy theory right. The Torch was a "limited" NVG and to a lesser degree an Augmented Reality device, finally saw the "Bear" Dan!. It was IMO a pre-protoype that let them design and build something that was never meant to succeed but cloaked, pun untended, in darkness. If this leads you to believe that the idea was to use this device as the genesis of new families of Night Vision Systems, B & IVAS, I wouldn't stop you.

ICS is the maintenance and support of a new weapon system provided by a commercial vendor pending transition to organic support. Because ICS is a major component of the initial logistics support of a newly fielded system and integral to program acquisition, ICS funding requirements should be budgeted in the Procurement appropriations. However, ICS is intended to provide support for the brief period between initial item deployment and the permanent organic support. All acquisition strategies should attempt to minimize ICS requirements and duration. ICS will only be funded in Procurement appropriations until the organic support date specified in the acquisition program baseline is achieved. Continued funding of ICS after the baseline support transition date will be approved on an exception basis.

So at this point we're in ICS, gradually moving to Full & Open in 2021. That fact that JL mentioned things are "lining up" with the Programs, he even said "designing them" surely design them in conjunction with the Program Executive, i.e. over 20 Programs of Record means the Programmatic Blocks are in place to the point where their things are finally meshing. You can see the progress and checkpoints in the Plan below. I see a glimmer of light at the end of the tunnel and it's not a train. Go a step further I'm thinking of the halcyon days of yore.
