My sense of why the OLED RFI had to go through Congress is that the other FedBizOpps were either for nascent research, a few eggheads in a lab or established manufacturing capabilities, Sonobouy line in Indiana laying dormant. In our case the manu capabilities are not there so it's a ground up process. I'll propose that entails a higher cost. Not enough money in the Executive's Slush Fund so they had Jeff turning rocks in the Swamp.
