This is pretty accurate analysis of the difficulty small defense related companies, not easily understood, find themselves caught in a vice between wary investors and the US Gov.

 Essentially prospective partners and the government do the Alphonse & Gaston thing, after you, no, after you while potential investors, witness the PPS, wait on the sidelines to see how things shake out. The first determinant, in my mind, is that the military market is cyclic, subject to the whims of the Congress, sequestration and the Pentagon constant and I mean the seemingly constant need to innovate sometimes for it's own sake.
 One of over 50. eMagin's benefits, displays should be a lot sexier than cables and connectors, textiles, sonobouys to TCM investors. It much simpler to see their advance into non-military usage. At least I think that's the case.
 That these displays are integrated into over twenty Programs of Record six, seven, eight could be different Primes. I figuratively sensed AS pulling his hair out over the demands of those competing interests. eMagin needs to be nimble and deliver, something they have yet to master. And in other News neither has the Department of Defense. The most positive business message I heard on the CC was Sculley's contention that the gears to were starting to mesh, "aviation and military was lining up." Hosanna.

If the DOD wants dual-use technologies and private high-tech investment, it will have to start conforming to how business is done in those areas."
