Byzantine. As a Priority STE and IVAS have a chance to escape deep cuts in the NDAA but the timeline could be pushed back. It is a Top Three Priority which could act to minimize any cuts. The Army could hold up their success on Fast Fielding of ENVG-B as evidence in Night Court. The Army seems very, very keen to get this done.
