Perhaps US policy is to Arms-Race the PCP into a Perestroika type surrender to democratic forces. If the unrest spreads from Hong-Kong to Macau the Party could be riding the tiger. Hong-Kong looks like they will not succumb to strong-arming. Anyway a re-arming Japan is China's biggest fear. China's push to make 'their" Spratly Islands fully operational as bases has wakened others in the region. I wonder if increased military spending will placate dissension in the ranks and louder calls for Human Rights from their most prosperous, educated and vocal dissidents? Let's ask Gorby.
