The other thing about Microsoft possibly making the IVAS headset themselves is that all the companies JL referred to in his answer all trace their Optical DNA to the Night Vision Directorate, SOCOM, PEO, NAVAIR and all have built devices which have been used by the US Military. IMO Microsoft is testing how these devices interface with the Multi-Domain and that a cross-section of the folks JL mentioned are building or have built, as Gen Richardson said, or will build the actual device. Microsoft has never submitted hardware built to Military Specifications for Evaluation and Testing.
