What's this about. Is he saying that the "consumer stuff" could be in a different geographic location i.e. the military funding would implement an expansion at Malfunction Junction and the consumer somewhere else?

Maybe I'm not parsing this right if he assumes there is enough capacity to handle Consumer in NY the question is moot.

No, they’re really separate. The title three funding would implement would be an addition to the factory here.
