I'll go with an amalgam of opinions expressed on the YMB. Something is amiss with the working relationship between Microsoft and the Program Exec, they will give existing DOD Partners like Palantir and Rebellion new tasks while reducing Microsoft's, attempt to re-negotiate the size of the Contract, failing that, succumbing to Budget Cuts by reducing the Scope and Size of the Program, my opinion...
