Domestic organic light emitting diode manufacturing The budget request included $9.2 million in Research, Development, Test, and Evaluation (RDT&E), Defense-wide, for PE 67210D8Z Industrial Base Analysis and Sustainment Support. The committee recognizes the importance of organic light emitting diode (OLED) microdisplays as critical components in major military aviation and ground combat programs of record. However, the committee is concerned that the domestic OLED manufacturing industrial base is fragile. Spare parts are very limited, often resulting in substantial time and production capacity loss. A single-point-of-failure for any one of these tools can result in a complete production line halt that can span weeks or even months. Therefore, the committee recommends an increase of $5.0 million in RDT&E, Defense-wide, for PE 67210D8Z for support for domestic OLED manufacturing.
