The JADC2 is much more complex than anything the IDF could anticipate and we know that Elbit is working with Microsoft on implementing the same I'm guessing the difficulties lie there. Chris Lynch of Rebellion Defense was begging for Private-Sector help on Integrating all these Platforms into something manageable and they are not there yet. ENVG-B sailed through it's Touchpoints but then did not have to work over thousands of miles with myriad platforms. The challenge of widening scenarios is exposing vulnerabilities. They lamented that China is out-pacing them in AI and M/L and it looks they are casting about for a new approach while spending a lot of money looking for a solution...
