I'm not sure that Israel is even one beat behind the US in fielding their Soldier Suite with an eye towards the Multi-Domain and Combined Arms. They have the advantage of a small military and not have to worry about integrating X number of languages etc. into their System. THE PDA the soldier is looking at in the image is what the US calls Nett Warrior, the shared data system matured between Land Warrior and ENVG-B/IVAS. As the US developing was developing those Elbit was developing Torch, Raptor and Smarteye (digital night vision) which is the equivalent of IVAS. I'll say because of the more manageable size of the task before them, smaller numbers, no "tyranny of distance" etc. Israel may even be ahead on the Tech side.
