OK, the Pentagon has a new approach to acquisition called "Pathfinder" which they are using for a few programs, IVAS being one. They are going to exploit advances that might show up to serve an existing program without all of the delays, management layers and bureaucratic process-heavy quicksand.

So IMO it's entirely possible that the Defense Dept would fund anyone who could speed these devices (including microdisplays) to Rapid Fielding in light of 804, evidence being the $$$ and latitude they are giving a Tech Giant to develop IVAS.
