There is nothing in the description of IBAS's or DPA's Mission that in any way proposes the need for a Consumer Partner in order to qualify for consideration and funding. Yes, they are holding out. Like Sculley said "We need the DPA". They in fact check ALL the boxes that threaten Supply and Sustainment of OLED Microdisplay as described in the March RFI. Look at Page 7, presents what the MIBP seeks to aid and prevent. These are the broad criteria:
Financial Health- eMagin looks pretty bad, think we can agree
Specialized Equipment -We got it, they need it
Insufficient Capacity- Lucas' exact answer to Mike
Foreign Dependance-No Kopin, no China fingerprints on anything
Single Source- We're it, why they keep saying "only OLED microdisplays made in the USA"
The idea is that once established the military will have it's reliable supply. In order to order to keep that Industry going they realize the funded partner will sell to whomever. You just can't flip a switch and start spitting them out. Don't we know. The enterprise should and would self-sustaining. Exactly what PilotVision man was saying the Air Force wanted from them.
In addition MIBP is the oversight agency for Mantech, did you know we got a Manufacturing Award from them? Kidding, of course you know. Somebody over there asked "If they are doing it on purpose." Yes and no, they are in no rush as the serviced programs are just now coming on line. Did they screw up on purpose, no. But the fact that JL mentions one f'ed up pixel out millions points out the seriousness of the project. Gee, I wonder when we receive the funding will Mike "the Aloof" Malouf raise our PT to .75?
